Plans are to announce these online editions of the newsletters via our section email list. If you are not on the list, you may join by sending an email to travis@mc.edu and requesting that you be added to the list.
Finally, anyone is welcome to submit information for publication in the upcoming section newsletters. Send your article to the Newsletter editor being sure to note that you want the information published in the newsletter. Deadlines for submitting materials will be distributed via our section mailing list.
I am happy that I can officially thank everyone who participated in the first LA-MS Section Proceedings. I had hoped to finish during the summer, but as always with "firsts" there were a number of issues that took longer than I expected to resolve.
Of course, the most important thanks goes to the authors, both for their participation at the meeting and their willingness submit their work.
Secondly, thanks to the members of the editorial board: John Travis, Bradd Clark, James Reid and Ken Li. They spent a lot of time reviewing papers and coordinating referee's reports. In addition, John has had to learn the art of preparing pdf files for web posting. Be sure to thank all of these guys when you see them at the spring meeting.
Finally, thanks to the referees. These folks, who of course will remain nameless, truly had a thankless task. Their reviews were essential in helping the editorial board make publication decisions, yet to them it may seem that some of their recommendations were ignored. To them and all of you I can only say that, if any serious oversights or missed edits remain, the fault is mine, and not theirs.
The editorial board will make a number of suggestions to refine and improve the preparation process for next year. However, those suggestions can wait until the Spring meeting. For now, let me end with thanks to the section, and especially Roger Waggoner, last year's section chair, for allowing me the opportunity to serve as chair of the Proceedings committee. I have enjoyed working with the board, and can truly say it was an educational experience for me.

The hotel for the conference will be the Downtown Inn right off the historic square in the city. The charge is $55 per room. Please try to make reservations before January 31.
Some highlights: a NSF workshop, two panel discussions led by Dick Anderson, and Stan Chadwick and the Annual Dalrymple Speaker.

During my term as Section Chair in 1999-2000 I obtained a copy of our Section by-laws from the national office. These by-laws had last been revised in 1986, and I noticed that they were not consistent with some of the Section's procedures. There may have been amendments which were ratified but never submitted to the Board of Governors and subsequently lost. It seemed to me that this situation needed to be corrected, and I appointed a By-Laws Committee to write a new set.
These new by-laws, which will be subject to the approval of our Section membership and the Board of Governors, are similar to the old in many ways. The main differences occur in Articles III-1 through III-6, III-9, IV-1, IV-4, V-1, VII-1, and VII-2. Some of the changes are relatively minor changes in wording. Some changes reflect policies the Section has been following for the past several years. For example, the 1986 by-laws make no mention of a Newsletter Editor, but we have had a Newsletter Editor on the Executive Committee for some time. Consideration of these proposed by-laws will be on the agenda at our 2001 Section meeting. I will be glad to try to answer any questions you might have about all of this.
